- 4 over sea nations

- Finland as organizer

- the coutries which were not qualified for the WC in Italy 2022: Denmark, Hungary, Spain, Sweden, Switzerland

- qulified because of the result at the EC in Finland 2023: Norway (as 3rd) and Malta (as 5th)
